It really is not an issue of “strongest”, that would be the wrong adjective to use in this case, but acceptability without a visa - as I said the numbers given here are incorrect as some of the countries that required a visa of US passport holders no longer do (such as Brasil) so the count is wrong, and this count is based solely on the number of countries willing to admit the passport holders as a tourist without a visa, is wrong and indeed this is a count that changes weekly and the source can always be misleading unless it comes from TIMATIC. If I run a count based on entry as a tourist with a return ticket held as of today the US, Canada, Japan, and UK can all enter the same amount of countries without a visa - this is because some visa requirements have brought Japan’s visa free entry down while the suspension of visa requirements for the US/CA have brought their numbers up along with the UK.
To really know how “strong” a passport is I would suggest looking at how many of the most restrictive countries you can access visa free with it - Chile is the only country in Latin America on the VWP so I would say their passport is stronger than any other passport in Latin America and indeed stronger than any country not on the VWP including China or India.

In prospective let’s say to skying in japan, all rental, hotel and everything for 3 day is going to cost less then 150$. While going to Europe is basically 2000$ just on plane ticket. you are not entirely wrong. The stronger the passport more countries people with that particular passport can travel without a visa (or get visa on arrival). A weak passport doesnt mean that you cant leave your country. It just means that you'll need to apply for visa everywhere you go.
